City Council Study Session - 04/17/06 Minutes - Page 11 City Manager Beets referenced his memo to the City Council dated April 13, 2006 regarding the Community Development Director position and department-wide and city-wide ramifications in the position remaining vacant. Councilmember Ihlan reiterated her desire to have this item added to the upcoming April 24, 2006 regular business meeting to consider a motion to freeze hiring for the position. Councilmember Ihlan stated her preference that the position be filled by a future City Manager; and that not just the job description be reviewed by the City Council, but position responsibilities and salary considerations; and that the position shouldn't be advertised until the City Council provides their policy decision to staff. Public Comment John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn requested better treatment from Mayor Klausing. Related to Agenda item 5.d entitled, "Questions from Councilmember Ihlan about the new Council Agenda Policy," Mr. Kysylyczyn concurred and referenced the City of Anoka's agenda that included a line item on their agenda for upcoming staff-generated items. Related to this specific agenda item (5.e), Mr. Kysylyczyn opined that the current City Manager's intent was not to remain for the "long-haul" and concurred with the need for Councilmembers to review positions and salaries. 6. Overview of the Draft of a Proposed New Sign Code City Planner Thomas Paschke reviewed Planning Commission and Planning staff work to-date on created proposed changes to Section 1009 Sign Regulations. Mr. Paschke noted that former Planning commissioner Pust had taken the lead on behalf of the Planning Commission and assembled a draft ordinance that included a number of the items/characteristics discussed and supported by the Commission.
