<br />City Council Study Session - 04/17/06 <br />Minutes - Page 11 <br /> <br />City Manager Beets referenced his memo to the City <br />Council dated April 13, 2006 regarding the Community <br />Development Director position and department-wide and <br />city-wide ramifications in the position remaining vacant. <br /> <br />Councilmember Ihlan reiterated her desire to have this item <br />added to the upcoming April 24, 2006 regular business <br />meeting to consider a motion to freeze hiring for the <br />position. Councilmember Ihlan stated her preference that <br />the position be filled by a future City Manager; and that not <br />just the job description be reviewed by the City Council, <br />but position responsibilities and salary considerations; and <br />that the position shouldn't be advertised until the City <br />Council provides their policy decision to staff. <br /> <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn requested better treatment from Mayor <br />Klausing. <br /> <br />Related to Agenda item 5.d entitled, "Questions from <br />Councilmember Ihlan about the new Council Agenda <br />Policy," Mr. Kysylyczyn concurred and referenced the City <br />of Anoka's agenda that included a line item on their agenda <br />for upcoming staff-generated items. <br /> <br />Related to this specific agenda item (5.e), Mr. Kysylyczyn <br />opined that the current City Manager's intent was not to <br />remain for the "long-haul" and concurred with the need for <br />Councilmembers to review positions and salaries. <br /> <br />6. <br /> <br />Overview of the Draft of a Proposed New Sign Code <br />City Planner Thomas Paschke reviewed Planning Commission <br />and Planning staff work to-date on created proposed changes to <br />Section 1009 Sign Regulations. Mr. Paschke noted that former <br />Planning commissioner Pust had taken the lead on behalf of the <br />Planning Commission and assembled a draft ordinance that <br />included a number of the items/characteristics discussed and <br />supported by the Commission.
