<br />City Council Study Session - 04/17/06 <br />Minutes - Page 4 <br /> <br />requesting additional analysis by providing rationale for EMT <br />training, and costs of that training. <br /> <br />City Manager Beets noted that the request was not part of the <br />motion at the August 22, 2005 meeting; and the information had <br />been provided to Councilmember Schroeder as requested at that <br />time. Mr. Beets volunteered to provide the information to the <br />City Council at their direction. <br /> <br />Councilmember Pust opined that she didn't need additional <br />information at this time, pending her review of the spreadsheet <br />analysis to be provided by the Fire Department to the City <br />Council. <br /> <br />4. <br /> <br />Citizen Report on Chickens and Bees <br />Community Development Director Dennis Welsch provided the <br />background of bee keeping and chicken raising issues and <br />concerns in the City of Roseville. Mr. Welsch noted that several <br />meetings were held by staff with interested parties to determine <br />if current code needed to be clarified; and whether there was a <br />need for regulation of these hobbies and/or industries. <br /> <br />Bee Keeuine: <br />Ian Burns, Alex Kiresuk, and Gary Reuter presented detailed <br />information defining honey bees and comparison species; habitat <br />of honey bees; winter storage equipment and habitat; harvesting <br />of honey; beeswax; public misperceptions of bees and wasps and <br />types of colonies; maintenance of colonies; and whether <br />voluntary registration was necessary. <br /> <br />Mr. Kiresuk noted that he and City Inspector Rick Talbot, had <br />reviewed previous bee complaints, and only found two within the <br />last five years; and consisted of placement of a hive on a <br />highway easement (later relocated); and another hive located <br />near a property line in the vicinity of a play area for children <br />(later relocated). Mr. Kiresuk noted that there were minimal <br />reports of allergies to honey bee stings, with the estimated <br />general allergic reactions less than 3%, with precautions <br />available. <br /> <br />Further discussion included the estimated number of wild <br /> <br />Citizen Report on <br />Chickens and Bees <br />
