City Council Study Session - 04/17/06
Minutes - Page 3

Fire Chief Rich Gasaway reviewed statIstIcs of Emergency
Medical Technicians (EMT's) responding to injury accidents,
initiated on November 7, 2005, using on-duty personnel, to-date.
Chief Gasaway reviewed the goals and subsequent evaluation of
the overall impact on patient care when the Fire Department's
(FD) EMT's and Paramedics responded to injury accidents.

The following statistics were presentedfrom the trial period:

Number of FD responses to reported injury accidents 54
Percent of time the FD arrived ahead of Allina 88%
Number of patients assessed/treated by FD personnel 31
Number of accidents where FD personnel controlled hazards 17

Chief Gasaway noted that the FD's response to injury accidents
didn't require a change in City Code; but that wording in the
current code provided for the Police and Fire Departments to
provide emergency services. Chief Gasaway also noted that no
additional budget allocation was requested to provide the service
and none was needed to continue the service.

Discussion included type of assessments provided by FD
personnel (i.e., first response); response of citizens, Allina, and
qualified firefighters; number of calls per month during the trial
period; and the need to continue maintaining detailed statistics
for service analysis and information purposes.

Chief Gasaway noted that the department had kept a detailed
spreadsheet of statistics.

Staff was directed to provide the detailed spreadsheet to
Councilmembers prior to the April 24, 2006 regular meeting (as
requested by Councilmember Pust); and Mayor Klausing noted
that the Department, at the April 24, 2006 regular meeting,
would be seeking support of the City Council to authorize the
Fire Department to continue responding to reported injury
accidents.

Public Comment
John Kysylyczyn, 3083 N Victoria Street
Mr. Kysylyczyn noted the August 22, 2005 meeting Ininutes,
