City Council Study Session - 04/17/06 Minutes - Page 8 Roselawn Avenue Councilmember Kough introduced Ms. Francy Reitz to address her concerns regarding safety along Fairview Avenue between County Road Band Roselawn Avenue. Francy Reitz, 2009 Aldine Street Ms. Reitz summarized her concerns regarding pedestrian safety with cars passing on the shoulder and requested that the City Council put this pathway segment higher on their priority list and pursue grant monies or reserve budget monies to do so in the immediate future. Councilmember Kough concurred with Ms. Reitz' concerns and the need to make this segment a higher priority. Councilmember Ihlan concurred, opining that the request was valid, and further opined that there \x/ere other gaps in the City's pathway system, specifically on Fairview further north of County Road C-2 that had similar problems, and that other residents had expressed concerns regarding safety issues. Discussion included projected costs; pnonty levels; previous Council rejection of funding for pathway construction; the Vista 2000 community visioning process and adoption of a Pathway System Master Plan in 1997; the 2002 ranking summary for pathway construction; maintenance issues for existing pathways; community opposition to some pathway segments; federal fund availability for construction; construction of segments as part of infrastructure reconstruction projects; Ramsey County ownership of roadways; and reinstatement over the last few years of a portion of the pathways budget. Councilmember Ihlan opined that the pathway funding should be phased back in as a basic infrastructure need and that grant funding and collaboration with Ramsey Council should ensue to fill the gaps in the current system.
