City Council Regular Meeting - 04/24/06 Minutes - Page 17 Mayor Klausing spoke against the motion, noting that his opposition was not because he didn't believe a pathway system was important to the community, but because without overall community-wide pathway planning and implementation while taking into consideration connectivity, traffic patterns, and proximity of schools and parks, the granting specific requests represented bad public policy. Mayor Klausing thanked Ms. Reitz for bringing the segment to the public's and Council's attention, and opined that it would be an excellent topic to incorporate in the visioning process; further requesting that Ms. Reitz become actively involved in that process and advocate for the pathway during that process. Mayor Klausing further opined that when the overall planning process isn't followed, but only Council reaction to specific neighborhood interests, it didn't en..hance good planning and policy. Councilmember Pust questioned Councilmember Kough if he'd had conversations with staff as to the availability of state and/or federal funding. Councilmember Kough advised that he hadn't discussed the request with staff; opined that the Pathway Committee was an "old committee" from approximately 1997; and further opined that when they drew up their list of pathways, this wasn't a priority, but had since become one due to heavy pedestrian traffic. Councilmember Pust questioned why this particular Y2 mile segment was more of a priority than, as an example, where the pathway connects to Central Park and Middle School. Councilmember Kough opined that, while it wasn't more important, when the neighbors requested that the Council take action, the Council should do so; further opining that the cost estimates from staff would determine whether or not it could be constructed.
