<br />City Council Regular Meeting - 04/24/06 <br />Minutes - Page 19 <br /> <br />Mr. Schwartz noted that, almost without exception, the City <br />had installed at least a sidewalk. <br /> <br />Further discussion included travel arteries and parallel <br />pathways; drainage issues corrected in conjunction with <br />pathway construction; need for neighborhood survey and <br />input; and noting that Ms. Reitz was not a resident on <br />Fairview Avenue. <br /> <br />Councilmember Ihlan opined that the pathway plan <br />definitely should be reviewed and updated; but further <br />opined that she had no conflict in supporting the motion <br />and doing the overall pathway work. Councilmember Ihlan <br />reiterated her desire to include exploring the northern piece <br />of Fairview Avenue as well; recognizing that if no money <br />vias available, that would impact the Council's decision. <br /> <br />Public Works Director Schwartz spoke to staff s awareness <br />and availability of funding sources, noting that applications <br />for state grants, generally through the Department of <br />Natural Resources, were accepted the first two months of <br />each year, with the first opportunity for application and <br />consideration being in 2007. Mr. Schwartz noted that <br />application for federal funding, through the Federal <br />Transportation Act, for safety monies, would next be <br />available for application in the summer of 2007, for award <br />for funding years 2011 and 2012. Mr. Schwartz further <br />noted that additional federal funding in the amount of $25 <br />million earmarked for the metropolitan area, was yet to be <br />determined as far as allocation or the process, for this pilot <br />project. <br /> <br />Additional discussion included sources for federal and/or <br />state funding; and Ramsey County's construction schedule <br />for Fairview Avenue. Mr. Schwartz noted that he was only <br />aware of the County's intent to seek grant funds for <br />reconstruction of B-2 by Rosedale in the 2009-2010 <br />construction year. <br /> <br />Councilmember Pust opined that staff appeared to be <br />
