<br />Special City Council Minutes -12/04/03 <br />Page 3 <br /> <br />Services; the current Fire Department organizational chart, <br />along with the three fire station service areas, current <br />staffing and pay structures; fire call census, incident and <br />census demographics; staffing, training and response <br />times; issues relating to the Firefighters Relief <br />Association; actual expenditures of the department and <br />comparisons for several years; and Emergency Medical <br />Services as they currently exist. <br /> <br />Ms. Berry provided further comparisons with similar <br />cities; as well as identifying emerging issues including <br />shortage and retention of volunteer firefighters; vesting of <br />pension fund for firefighters; response times for fire calls; <br />Allina Medical Transportation Proposals to reduce <br />response time; and the proposed Roseville Fire <br />Department Strategic Plan. <br /> <br />The majority of the discussion focused on the League's <br />Consensus Statement; the Fire Department's responses to <br />the Statement, including their impact on the 2004 Budget; <br />and a review of the 2004 Budget Goals outlined in a <br />December 3, 2003 written staff report provided by Fire <br />Chief Gasaway. <br /> <br />Ms. Berry advised that the League of Women Voters had <br />achieved their consensus from a series of 14 questions <br />related to basic emergency services in Roseville; and had <br />tabulated the responses in the consensus statement, as well <br />as identifying emerging issues. <br /> <br />Assistant Fire Chief Tim O'Neill noted that the Fire <br />Department's 2004 Budget represented a 0% increase <br />from 2003, as mandated by City Council direction to staff; <br />and further noted that the majority of the items presented <br />in the League of Women Voters' Consensus Statement <br />were items that were not funded in the 2004 budget. <br /> <br />Ensuing discussion evolve the League positions as <br />identified in the League's Consensus Statement and the <br />Fire Department's Responses as follows: <br />
