Special City Council Minutes -12/04/03
Page 4

Lea1!ue Position #1:
"Increased wages for staffing and fire calls; with
staffing recommended at $10.00 plus per hour and fire
calls recommended at $11.00 plus per hour."
Discussion included the minimal increase of $.50 per hour
that had been realized for several years, and recommended
for 2004 was not achieving Roseville's competition with
comparison communities as outlined; the League's
prioritization of this recommendation; budge constraints
within the City not allowing larger increases; and shift
hour comparisons.

City Manager noted, for context and clarification, that the
shift staffing rate was increased for the time firefighters
were on a call-out; further noting that 2004 Budget
recommendations identified across-the-board increases of
$.50 per hour for all pay ranges within the department.

Further discussion include the average amount of time
estimated for a firefighter to be on shift and on a call and
advantages and disadvantages of increasing staff rates to
encourage firefighters to fill those shifts now difficult to
staff; numerous salary versus retention ideas; and the
number of qualified applications received and those not
considered due to compliance with the ten minute
response time requirement.

City Manager Beets identified the difficult response times
between 6:00 - 9:00 a.m. and from 3 :00 - 6:00 p.m. due to
part-time firefighters commuting to their full-time or
primary jobs; and making them unavailable to respond
within the ten minute time.

Lea1!ue Position #2:
"Reduced Vesting Period from ten years to somewhere
between five and seven years."
Mayor Kysylyczyn noted that reducing the current vesting
period would require a by-law change by the Firefighters
Relief Association, followed by City Council ratification.
Finance Director Chris Miller concurred.
