<br />~ <br />City Council Minutes <br />Regular Council Meeting <br />Monday, December 8, 2003 <br /> <br />Mayor Kysylyczyn and Councilmembers Kough, Maschka, Klausing 6:07 p.m. Roll Call <br />and Schroeder met in the City Council Chambers on the above date. <br /> <br />City Attorney Scott Anderson was also present. <br /> <br />Roll Call: (Voting Order): Kough, Maschka, Klausing, Schroeder, and <br />Kysylyczyn. <br /> <br />Call to Order Call to Order <br />Mayor Kysylyczyn called the regular meeting to order at 6:07 <br />p.m. and welcomed everyone to the Roseville City Council <br />meeting. <br /> <br />I. Public Comment Public Comment <br />Mayor Kysylyczyn called for public comment by members of <br />the audience. <br /> <br />A. Bruce Kennedy, 1416 Skillman Avenue <br />Mr. Kennedy spoke about "Instant Runoff Voting." He <br />distributed a handout and announced a seminar at the <br />Roseville Public Library. <br /> <br />Truth in Taxation Hearin2 <br /> <br />Truth in Taxation <br />Hearing <br /> <br />Call to Order <br />Mayor Kysylyczyn called the Truth in Taxation Hearing to <br />order at 6: 15 p.m. and welcomed everyone to the Roseville <br />City Council meeting. <br /> <br />Call to Order <br /> <br />A. Finance Director Chris Miller spoke about the proposed <br />2004 City Budget. At the Mayor's request, Mr. Miller <br />began by discussing the Truth in Taxation notice sent to <br />all property owners in Roseville. Mr. Miller then <br />discussed the "zero-increase" budget proposal: the <br />proposed budget reflects a zero increase in tax supported <br />
