<br />Regular City Council Minutes - 12/08/03 <br />Page 2 <br /> <br />services with the exception of the bond debt and operating <br />expenses related to construction of the new Police <br />Headquarters and expansion of the Public Works and <br />Parks & Recreation Maintenance Yard and Building. <br /> <br />Mr. Miller noted that the City health care costs increased <br />about $300,000. To achieve a zero increase overall, the <br />City cut costs in other areas. Mr. Miller also noted other <br />"budget drivers" such as inflation in personnel costs as <br />well as in contractor costs and supplies. <br /> <br />Mr. Miller also described the proposed levy increase. He <br />displayed charts portraying the impact on Roseville <br />property owners assuming various property values. He <br />also displayed comparative tax burdens in other <br />metropolitan communities. <br /> <br />Mayor Kysylyczyn then approached the presentation desk <br />and showed two charts also showing comparative tax <br />burdens and city expenditures among metropolitan <br />communities. <br /> <br />Councilmember Kough asked about road reconstruction <br />projects. <br /> <br />Mayor Kysylyczyn invited public comment on the budget. <br /> <br />Ernie Willenbring, 832 Lovell Avenue <br />Mr. Willenbring asked Mr. Miller about the differences <br />between the Mayor's tax charts and Mr. Miller's charts. <br /> <br />Dan Roe, 2100 Avon Street <br />Mr. Roe spoke to the differences between the two sets of <br />numbers. <br /> <br />Mayor Kysylyczyn closed the Public Hearing at 6:55 p.nl. <br /> <br />Mayor Kysylyczyn noted for the record the e-mail <br />comments (Bench Handout) from Richard Jacobson, <br />Roseville resident, about the budget. <br />
