To achieve a zero increase overall, the
City cut costs in other areas. Mr. Miller also noted other
"budget drivers" such as inflation in personnel costs as
well as in contractor costs and supplies.

Mr. Miller also described the proposed levy increase. He
displayed charts portraying the impact on Roseville
property owners assuming various property values. He
also displayed comparative tax burdens in other
metropolitan communities.

Mayor Kysylyczyn then approached the presentation desk
and showed two charts also showing comparative tax
burdens and city expenditures among metropolitan
communities.

Councilmember Kough asked about road reconstruction
projects.

Mayor Kysylyczyn invited public comment on the budget.

Ernie Willenbring, 832 Lovell Avenue
Mr. Willenbring asked Mr. Miller about the differences
between the Mayor's tax charts and Mr. Miller's charts.

Dan Roe, 2100 Avon Street
Mr. Roe spoke to the differences between the two sets of
numbers.

Mayor Kysylyczyn closed the Public Hearing at 6:55 p.nl.

Mayor Kysylyczyn noted for the record the e-mail
comments (Bench Handout) from Richard Jacobson,
Roseville resident, about the budget.
