<br />Regular City Council Minutes - 12/08/03 <br />Page 11 <br /> <br />Mr. Welsch advised that Mr. Shardlow recommended that <br />such a structure would allow for a broad range of <br />community input and communication during the review of <br />the project. Mr. Shardlow had recommended that his <br />capacity would be that of a facilitator to attempt <br />consensus, not to Chair the meetings; and suggested that <br />they meet on a regular basis, and that the panel consist of <br />no less than 15 and no more than 25 members. <br /> <br />Community Development Director Welsch proposed that <br />the Advisory Panel initiate their meetings in January, with <br />an Open House/Educational meeting, with all meetings <br />open to the public, but not in Public Hearing format. <br /> <br />Councilmember Maschka opined his enthusiastic support <br />of the proposed overall structure of the Advisory Panel; <br />noting that Mr. Shardlow had previously facilitated several <br />controversial projects, and should serve well for the City <br />of Roseville. <br /> <br />Councilmember Maschka recommended that in order to <br />alleviate any assumptions at this time, rather than the <br />wording, "Twin Lakes Parkway," that the wording, <br />"Transportation Component," be used in the draft charge <br />to the panel. <br /> <br />Councilmember Maschka further recommended addition <br />of a "representative at-large" from outside the Twin Lakes <br />neighborhood to represent the interests of the entire <br />community; in addition to adding two independent/small <br />business operators from the community to serve on the <br />panel to ensure those community interests are recognized. <br /> <br />Councilmember Kough recommended that a <br />Councilmember serve as Liaison to the committee to <br />ensure adequate communication with the City Council. <br /> <br />Councilmembers Klausing cautioned the implications of <br />having a Councilmember serving, and the potential for <br />politicizing the process; and sought to ensure that if a <br />Councilmember were at the meeting, it would only be as <br />
