<br />Regular City Council Minutes - 12/08/03 <br />Page 12 <br /> <br />an observer. <br /> <br />Councilmember Kough clarified his intent for <br />communication purposes; and that he was not <br />recommending that a Councilmember have voting powers <br />on the panel. <br /> <br />Councilmember Klausing recognized Councilmember <br />Kough's intent; but noted that all meetings were open for <br />public attendance - including the City Council and could <br />be posted as such to accommodate a Council quorum in <br />attendance. <br /> <br />Councilmember Maschka suggested that Community <br />Development Director Welsch consult with Mr. Shardlow <br />for his opinion. <br /> <br />Mayor Kysylyczyn noted that the City Council did have a <br />role in the process as the final decision-makers. <br /> <br />Councilmember Klausing questioned whether the panel <br />structure should designate Commission Chairs or allow <br />more flexibility in simply designating a representative of <br />the respective Commissions. <br /> <br />Mayor Kysylyczyn took issue with Councilmember <br />Klausing's suggestion, opining that the Commissions <br />could make their own decision as to who would be their <br />representative to avoid any implication of politicizing the <br />process. <br /> <br />Councilmember Schroeder questioned whether a Chamber <br />of Commerce representative, as recommended, would be a <br />representative of the City of Roseville or outside city <br />boundaries; opining that they should be a community <br />member. Councilmember Maschka concurred. <br /> <br />Councilmember Klausing recommended that the Chamber <br />of Commerce recommend several names: a Roseville <br />business owner or resident. <br />Mayor Kysylyczyn sought clarification as to whether the <br />
