<br />Regular City Council Minutes - 12/08/03 <br />Page 13 <br /> <br />intent was for a staff member from the Chamber or <br />Roseville Visitors Center. <br /> <br />Mr. Dino LoBaido, Executive Director, Roseville <br />Visitor Association <br />Mr. LoBaido was present, and advised Councilmembers of <br />the Visitors Association's willingness to offer a staff <br />person to serve on the panel. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands expressed apprecIatIon to Councilmember <br />Maschka for including local businesses on the panel; <br />noting local business owners were responsible for the <br />City's comfortable tax base, and wanted to ensure their <br />voice at the table. Mr. Sands also opined that residents <br />with environmental information or expertise should be <br />included on the panel. <br /> <br />Councilmember Maschka noted that environmental <br />concerns would be covered under City Partners as agency <br />resources. <br /> <br />Mr. Sands opined that a citizen should have a voice for <br />environmental concerns. <br /> <br />Councilmember Klausing noted the level of expertise to be <br />gained by an agency representative, rather than a private <br />ci tizen. <br /> <br />Mr. Sands questioned where the Planning Commission fit <br />into the picture. <br /> <br />Community Development Director Welsch noted that the <br />concept of a Master Developer required that the <br />stakeholders panel meet with developers, bring the <br />advisory consensus to the Planning Commission, then to <br />the City Council; noting that this panel was advisory and <br />not a decision-making body. <br /> <br />Mr. Sands recommended that the process begin in January, <br />rather than staff's recommendation to begin meeting in <br />
