<br />Regular City Council Minutes -12/08/03 <br />Page 25 <br /> <br />Ayes: Kough, Maschka, Klausing, Schroeder and <br />Kysylyczyn. <br />Nays: None. <br /> <br />2004 Budget; COLA <br />Mayor Kysylyczyn sought additional discussion on <br />whether the previously approved cost of living <br />adjustments for 2004 in salaries and wages at 2.3 % be <br />reopened and reduced further. There was not sufficient <br />support to reopen discussions; and no action was taken. <br /> <br />2004 Budget; Leaf Pick Up Program Subsidy <br />Reduction <br />Kysylyczyn moved, Kough seconded, elimination of the <br />subsidy for the city-wide leaf pick up program; applying <br />the savings of approximately $40,000 of property tax <br />monies to the deficit; stipulating that program participants <br />pay for the full cost of the program. <br /> <br />Councilmember Kough expressed concern in whether an <br />approximate $30.00 per user cost for the program was an <br />accurate projection. <br /> <br />Discussion ensued among Councilmembers and staff <br />regarding the number of users in the program in 2002 and <br />2003; actual costs; projected costs; increases or decreases <br />in users; willingness of participants to fully-fund the <br />program; and city benefits for storm gutter cleaning with <br />those numbers being reflected in program costs. <br /> <br />Councilmember Klausing opined his concern that this <br />issue was once again under discussion, and public <br />perception of this proposed Council action; and spoke <br />against the motion. <br /> <br />Mayor Kysylyczyn debated whether cItIzen comments <br />previously heard supported a subsidized or user-fee paid <br />program. <br /> <br />After further discussion, Kysylyczyn amended the motion <br />to reduce the subsidy by $10,000 in order to allow a <br />
