<br />Regular City Council- 12/15/03 Minutes <br />Page 10 <br /> <br />and elimination of those having strongly advocated and <br />expressed their preferences. <br /> <br />Community Development Director Dennis Welsch <br />clarified the request before the Council tonight was to <br />identify how the Council wished to proceed with <br />recruitment; and referenced the staff report dated <br />December 15, 2003 prepared by him and City Manager <br />Beets in an attempt to initiate discussion at the Council <br />level. <br /> <br />Counciln1en1ber Maschka supported solicitation of interest <br />through some type of published notice/application <br />mechanism; to be followed by interviews. <br /> <br />Councilmember Schroeder supported staff submission of <br />applicants with Council ratification. <br /> <br />Councilmember <br />officials versus <br />interviews as a <br />appointments, in <br />appointees. <br /> <br />Klausing supported having elected <br />staff solicit applications, perform <br />group, and then consider group <br />an effort to deter politicizing the <br /> <br />Councilmember Klausing reiterated his desire for the <br />appointment process to be a group decision, recognizing <br />the tight deadlines. <br /> <br />Councilmember Kough supported determining interest, <br />with the Council then making a group decision in the end, <br />wi th the Mayor retaining the right to appoint at -large <br />members; reiterating his desire that a Councilmember be <br />part of the advisory panel, or at least participate in the <br />n1eetings. <br /> <br />Terry Moses, 1776 Maple Lane <br />Mr. Moses advocated city-wide involvement, rather than <br />just highlighting four neighborhoods, given recent <br />discussions regarding expanding elections and seeking <br />majority vote. Mr. Moses encouraged Councilmembers to <br />invite interested property and business owners who <br />
