Regular City Council-12/15/03 Minutes
Page 11

brought their expertise and desire for public service to the
process; in addition to creating more objectivity rather
than representation from those who have a financial stake
and an immediate conflict of interest. Mr. Moses opined
that as residents and taxpayers of the City, they would
have to live with the impact of the Twin Lakes
development, rather than those property owners who had
little vested interest in the impact to the city. Mr. Moses
concluded by speaking against allowing staff people to
n1ake appointments, and asked the Council to take the time
to keep the process open and defined.

Mayor Kysylyczyn personally responded to several of Mr.
Moses' comn1ents.

Further discussion ensued regarding the preferred makeup
of the panel and proposed representatives.

Councilmember Maschka spoke in support of soliciting
applications to determine interest.

Councilmember Klausing spoke in support of three (3) at-
large positions on the panel.

Mayor Kysylyczyn noted public input through the
developer informational meetings, the Planning
Commission hearings, and City Council public comment.

Councilmember Kough spoke in favor of three (3) at large
positions fron1 outside the Twin Lakes development area;
and spoke in support of Council making the decision on
business appointees, rather than staff.

Community Development Director Welsch clarified that
the staff's intent was to recruit on behalf of the City
Council, not to appoint panel members.

Discussion continued regarding how to achieve objectivity
on the panel and how to choose panel members from those
applications received; and the diversity of anticipated
applications in achieving objectivity.
