<br />Regular City Council - 12/15/03 Minutes <br />Page 24 <br /> <br />to research and report back to the City Council with price <br />quotes, circulation numbers, and dates of publication for <br />potential legal newspapers for the City for 2004. <br /> <br />Ci ty Manager Beets noted that staff had already requested <br />proposals from qualified newspapers for 2004, with quotes <br />due in December for presentation to the City Council on <br />January 5, 2004, in accordance with statute and city <br />organizational obligations to be acted upon at the first <br />n1eeting of 2004. <br /> <br />City Attorney Squires noted that he would look at the <br />paperwork used by staff in seeking quotes for the legal <br />newspaper and determine if it was appropriate; and if not, <br />further action could be authorized. <br /> <br />No action taken. <br /> <br />Mayor Kysylyczyn's Comments on Service as City of <br />Roseville Mayor <br />Mayor presented humorous parting gifts to <br />Councilmembers and select City staff members and <br />provided commentary on the gifts. <br /> <br />Mayor Kysylyczyn noted that he had no intention of <br />running for the office of Mayor five years ago, having <br />planned to run for School Board, but had not regretted his <br />decision to seize the opportunity when presented; and <br />expressed pride in his successful campaign and avoidance <br />of negative advertising or campaigning. Mayor <br />Kysylyczyn noted some of the more colorful aspects of his <br />service; opined past Council and staff abuses of the <br />system; and efforts to remove him from office. Mayor <br />Kysylyczyn noted his accomplishments while in office, <br />and looked forward to their benefits being realized by the <br />citizens of Roseville for many years to come. Mayor <br />Kysylyczyn expressed regret that the energy spent on <br />pursuing negative opposition had not been tapped for more <br />positive projects. <br /> <br />Mayor Kysylyczyn noted that his goal as Mayor was to <br />
