Ci ty Manager Beets noted that staff had already requested proposals from qualified newspapers for 2004, with quotes due in December for presentation to the City Council on January 5, 2004, in accordance with statute and city organizational obligations to be acted upon at the first n1eeting of 2004. City Attorney Squires noted that he would look at the paperwork used by staff in seeking quotes for the legal newspaper and determine if it was appropriate; and if not, further action could be authorized. No action taken. Mayor Kysylyczyn's Comments on Service as City of Roseville Mayor Mayor presented humorous parting gifts to Councilmembers and select City staff members and provided commentary on the gifts. Mayor Kysylyczyn noted that he had no intention of running for the office of Mayor five years ago, having planned to run for School Board, but had not regretted his decision to seize the opportunity when presented; and expressed pride in his successful campaign and avoidance of negative advertising or campaigning. Mayor Kysylyczyn noted some of the more colorful aspects of his service; opined past Council and staff abuses of the system; and efforts to remove him from office. Mayor Kysylyczyn noted his accomplishments while in office, and looked forward to their benefits being realized by the citizens of Roseville for many years to come.
