<br />Regular City Council-12/15/03 Minutes <br />Page 3 <br /> <br />legislative session. Rep. Jacobson anticipated relatively <br />small issues; less of a deficit than originally anticipated in <br />lieu of budgetary reserves; local economy strengthening; <br />Rep. Lanning (Moorhead) taking the lead on a Task Force <br />to address impacts of unfunded mandates on local <br />government entities (i.e., cities, school districts and <br />townships ). <br /> <br />Rep. Jacobson entertained questions of the City Council; <br />with Mayor Kysylyczyn noting that he served on the <br />House Government Operations and Veterans Affairs and <br />Operations Committee; and the State Government Finance <br />Comn1ittee. <br /> <br />Rep. Jacobson noted the disappointing outcome for the <br />City and its Twin Lakes project from the recent House Tax <br />Committee, due to lack of support from the Committee <br />Chair. Rep. Jacobson encouraged residents to attend the <br />instant run-off seminar from his attendance and favorable <br />impressions of a different way to look at non-partisan <br />elections without primaries in an effort to assure a <br />majority vote. <br /> <br />Councilmember Kough addressed his interest in <br />legislation to obtain additional liquor licenses for the City, <br />due to potential needs in the Twin Lake Development <br />area. <br /> <br />Rep. Jacobson reviewed the process: a resolution of <br />support fron1 the City Council, then the representative can <br />proceed through an omnibus bill, which is historically <br />considered every other year as part of the two-year budget <br />cycle. <br /> <br />Councihnember Maschka expressed his preference to <br />address the Twin Lakes development when the entire <br />delegation was present, given the con1plexity of the issue. <br /> <br />Further discussion included a summary of the Twin Lakes <br />Stakeholder's Advisory Panel's creation and the status of <br />Tax Increment Financing legislation. <br />
