<br />Mayor Kysylyczyn called the question on Schroeder's original
<br />lTIotion to approve agenda itenls E-l through E-3. Klausing called
<br />for a division of the question. I(ysylyczyn overruled the request.
<br />Klausing appealed the overruling. Kysylyczyn overruled the appeal.
<br />
<br />I(ysylyczyn called a recess at 9: 14 p.m.
<br />I(ysylyczyn called the meeting back to order at 9:26 p.m.
<br />
<br />I(ysylyczyn announced that he is granting the request for division
<br />and that, pursuant to the advice of the City Attorney, because the
<br />Council is in the nliddle of a vote on the question he called there
<br />will be no further discussion or debate of the rules of procedure.
<br />I(lausing sought to withdraw his request for a division. I(ysylyczyn
<br />directed Beets to call the roll on each proposed rule:
