Schroeder commented on the <br />questions from the public and from fellow council members <br />regarding rules 1 through 3. <br /> <br />I(lausing moved, Maschka seconded, to amend proposed Rule 3. <br />All council nlembers cOlnmented. Roll Call, Ayes: Maschka and <br />I(lausing. Nays: Schroeder, Kough, and Kysylyczyn. Motion failed. <br /> <br />Recess <br />
