City Council Regular Meeting - 05/08/06
Minutes - Page 24

8.b

Request of Mayor Klausing to Report on Consideration
of Re-Instituting an Ethics Ordinance and Commission
Mayor Klausing presented a proposed Code of Ethics
Ordinance for Public Officials in the City of Roseville.
Mayor Klausing noted that he had been working with City
Attorneys Scott Anderson and Jay Squires over the last few
months in drafting the language for the proposed
ordinance; and previous discussions and comments of the
City Council and public had been incorporated into the new
draft ordinance; a copy of which was presented by City
Attorney Anderson as a Bench Handout.

Mayor Klausing reviewed various portions of the revised
ordinance; suggested the Ethics Commission consist of
seven commissioners as previously suggested; and noted
that an outside attorney perform investigations, to provide
their legal expertise for better protection for the City, and to
address potential criminal issues. Mayor Klausing pointed
out the areas changed in the proposed ordinance from the
last one presented.

Discussion included outside consultants hired or designated
by the City Council from time to time; need to amend the
City Attorney contract and append the Ethics Code; gifts
and/or campaign contribution stipulations; incorporation of
Ethics Task Force recommendations; and representation by
the City Attorney of the City Council as a body and advice
to individual Councilmembers.

Councilmember Ihlan requested additional and more
detailed discussion at the upcoming Council Study Session,
due to the lateness of the hour.

Mayor Klausing concurred, but sought additional comment
tonight.

Councilmember Pust thanked Mayor Klausing and the City
Attorneys for their work in putting together the draft; and
suggested that further fine-tuning of the proposed
ordinance was needed, specifically including addition of a
consultant as applicable in other sections of the ordinance;

Consideration of
Re-Instituting an
Ethics Ordinance
and Commission
