<br />City Council Regular Meeting - 05/08/06 <br />Minutes - Page 26 <br /> <br />and suggested that language be mirrored in this document; <br />and raised questions about organizational structure and <br />suggested an easier-to-follow document for the next <br />meeting. <br /> <br />Douglas Root, 2468 N Hamline <br />Mr. Root, representing the Roseville Citizen's League, <br />spoke in support of the Ethics Code as an ordinance, not a <br />resolution. <br /> <br />City Attorney Anderson clarified that adoption would be <br />via ordinance for codification purposes. <br /> <br />9. <br /> <br />Councilmem ber- Initiated <br />May 15, 2006 <br /> <br />Items for the Council Meeting of Councilmember- <br />Initiated Items <br /> <br />10. <br /> <br />Award Community Visioning Consultant Contract <br />Mayor Klausing noted that City Manager Beets, and <br />Councilmembers Pust and Ihlan had met with the two proposers <br />for more detailed information. <br /> <br />Council member Pust, at Mayor Klausing's request, summarized <br />those meetings; additional information received via a <br />standardized set of questions for both parties; and the merits of <br />each party. Councilmember Pust specifically thanked Carl Neu <br />for coming to Minnesota from Colorado at his own expense for <br />the meeting. Councilmember Pust recommended a contract with <br />Carroll, Franck & Associates; and provided a bench handout <br />further outlining the firm's proposal. <br /> <br />Councilmember Ihlan concurred that both consultants were very <br />strong applicants, brining different strengths and weaknesses to <br />the table; but again expressed her concern that the process <br />needed appropriate and identified funding and recommended <br />delaying the process until that funding source was identified, and <br />further discussion was held on maximizing citizen participation. <br /> <br />Discussion ensued regarding the aggressive time frame and <br />rationale for the timing; and necessary adjustments to the timing; <br />involvement now with school districts and affiliated <br />organizations. <br /> <br />Award Community <br />Visioning <br />Consultant <br />Contract <br />
