<br />City Council Regular Meeting - 05/08/06 <br />Minutes - Page 27 <br /> <br />Pust moved, Maschka seconded, awarding a consulting contract <br />to Carroll, Franck and Associates to provide community <br />visioning services to the City ofRoseville in accordance with the <br />City's RFP and the Consultant's Proposal. <br /> <br />Councilmember Kough agreed with the choice of consultant, but <br />concurred with Councilmember Ihlan on the available funds, and <br />opined he didn't want to use HRA funds. <br /> <br />Councilmember Maschka suggested using contingency funds; <br />and as housing is a major component of the HRA work, there <br />would be no problem utilizing their offered funding of$16,000. <br /> <br />Councilmember Ihlan spoke in opposition to the motion, not on <br />the merits of the proposal, but due to previously identified <br />concerns related to funding and timing. <br /> <br />Roll Call <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Ihlan and Kough. <br /> <br />10.5 <br /> <br />Roseville Twin Lakes LLC Interim Use Permit for Concrete <br />Crushing Unit at County Road C and Cleveland <br />Councilmember Ihlan addressed the proposed Interim Use <br />Permit for concrete crushing at the Roseville Twin Lakes LLC <br />redevelopment area; and the lack of mailed public notice to <br />affected residents. <br /> <br />Mayor Klausing requested staffs rationale for the public notice <br />provided at the Planning Commission level. <br /> <br />City Planner Thomas Paschke, noted that staff discussion <br />included who to notice, since the site is the former Dorso site, <br />clarifying the location at Cleveland Avenue and County Road <br />C-2; with staff considering the 350' notification as dictated by <br />State Statute, and other policies, with staff ultimately using the <br />1000 foot notification, taking the longest length of parcels for <br />the project. <br /> <br />Councilmember Ihlan provided her personal calculations for the <br /> <br />Twin Lakes LLC <br />IUP <br />Concrete Crushing <br />Co Rd C & <br />Cleveland <br />
