Carroll,
8fr~2~~

1. Contemporary: Our approach builds on successes of the past but reflects contemporary and
inclusive community needs, priorities, leadership, and demographics.
CITl'~ STMalOlDERPOWERANDINTERESTDIAGRAM
2. Proactively inclusive and welcoming: Most people are ,~ -=:: _ -
already too busy and overcommitted, and too few of your - '-
33,000 residents will see the connection between this
visioning effort and their lives. Our proposed process of
proactively reaching out to community members, specifically
seeking input from a broader range of people, and
welcoming the wisdom and insights of all participants will
build trust and investment of a broader range of people in
Roseville's future.

What makes our
proposal uniquely suited
to meet Roseville's
needs?

~ -
m
.

-~ --

.-
-

3. Capacity-building: The combination of support, training, and bridging across community groups
builds fundamental community capacity and commitment to the City.

4. More for less: Our proposal is under budget while offering substantial new and expanded initiatives
that broaden and deepen the community visioning work to improve both short- and long-term
outcomes.

5. New initiative -- Broader outreach:

. Stakeholder identification and analysis with
Steering Committee members (p 3)

. Targeted outreach/supplemental
brainstorming sessions (p 3/6) to
supplement the less inclusive "all call"
approach and hear underrepresented voices,
including non-English speakers, elders,
youth, people with disabilities, newcomers, people outside the existing power structure, young
families, and so on

. Input from collaborators (p 4) such as the county, Met Council, etc.

. E-input (p 5): The anytime/anywhere features of e-input increase
opportunities to hear from community members, and using these to
supplement rather than supplant
factors in concerns about the digital
divide. Web-based surveys, e-mail
and web comments on City's website
are assumed. Options include e-panels
(youth, business leaders, etc.) or long-
term creation of a local Issues Forum.

Carroll, Franck & Associales, 2 May 2006 Page I
