<br />City Council Study Session - 05/15/06 <br />Minutes - Page 10 <br /> <br />metrics will be required (i.e., crime rates should be <br />reduced a certain percentage in the next 5 years); and how <br />to incorporate "safety" into an annual budget. <br /> <br />Staff was given no specific direction on this goal, other <br />than to let the process develop as part of the community <br />vIsIOmng process. <br /> <br />3.d <br /> <br />Goal 3: Strengthen Council-Commission and Council- <br />Staff Roles and Relationships <br />City Manager Neal Beets reviewed the goal to: <br />"Strengthen Council-Commission and Council-Staff roles <br />and relationships." <br /> <br />City Manager Beets advised that he had initiated joint <br />meetings of an individual Commission (1 advisory <br />commission per meeting), beginning in June for <br />interaction between the City Council and Commissioners, <br />during a portion of the Council's regular business <br />meetings. <br /> <br />Councilmember Kough advised that he would not be <br />present at the August 14, 2006 meeting; and <br />Councilmembers Ihlan and Pust had advised of their <br />unavailability at the June 19, 2006 Council meeting, with <br />pending discussion later in tonight's meeting regarding <br />changing the meeting date to Tuesday, June 20, 2006. <br /> <br />Council consensus was that the j oint meetings was a good <br />idea; with staff directed, in an effort to make the most of <br />the joint meetings, for staff to advise commissions, and the <br />City Council advise staff of their objectives for discussion <br />with each specific commission prior to those meetings, to <br />provide focused discussion topics and issues of concern or <br />interest (i.e., Parks & Recreation Commission: <br />Community Center, Park Improvement Program; Pathway <br />priorities, etc.). <br /> <br />City Manager Beets noted that he had intended to ask the <br />staff liaisons to meet with their respective Commissions <br />and Chairs, for their particular and general issues; and <br /> <br />Goal 3: Strengthen <br />Council- <br />Commission and <br />Council-Staff Roles <br />and Relationships <br />
