<br />City Council Study Session - 05/15/06 <br />Minutes - Page 5 <br /> <br />2) Implement federally mandated NIMS <br />training to identify critical City <br />according to their level of <br />responsibili ty; <br />3) Design and plan the EOC activation exercise with <br />City emergency management staff and Ramsey <br />County HSEM staff (exercise design and tabletop <br />completed pre-activation); <br />4) Complete 800 MHz radio coverage testing and code <br />plug design for selected interoperable talk groups; <br />5) Complete just-in-time 800 MHz radio system <br />operational training for city emergency responders <br />in July/August of 2006; <br />6) Installation of 800 MHz radio equipment III <br />emergency response vehicles and EOC III <br />July/August of 2006; <br />7) Tabletop review of critical city staff member <br />responsibilities under the EOP prior to the EOC <br />activation exercise; and <br />8) A full EOC activation exercise. <br /> <br />and WMD <br />employees, <br />operational <br /> <br />Discussion among Councilmembers and staff included the <br />operational management of the 800 MHz system and <br />exclusivity of the bandwidth for emergency response; <br />hardwire versus wi- fi; antenna sites and cable availability <br />and re-routing of signals; coordination with County <br />personnel, as well as other agencies and surrounding <br />communities, counties, and the State of MN; stand-alone <br />capabilities of Roseville for a minimum of 72 hours; <br />natural disasters; pandemic predictions and the need for <br />preparation, education and communication to alleviate <br />panic rather than dramatized fear mongering; work of the <br />Ramsey County Department of Public Health; Department <br />of Labor regarding employee vacancy and illness issues; <br />and continuity of City operations. <br /> <br />Sgt.
