<br />City Council Study Session - 05/15/06 <br />Minutes - Page 4 <br /> <br />3.a <br /> <br />Goal 4: Review and Exercise Emergency Contingency <br />Plans <br />Police Sergeant Randy Johnson and Assistant Fire Chief <br />Tim O'Neill were present to review and discuss the <br />Council-directed goal of developing an emergency <br />management exercise to test the response capabilities of <br />City emergency responders, City staff, and the EOC/800 <br />MHz interoperable radio system. <br /> <br />Sgt. Johnson reviewed steps previously taken and <br />currently in process with local, county, state and federal <br />agencies to keep pace with the rapidly-evolving Federal <br />Emergency Management Administration (FEMA) and <br />Department of Homeland Security initiatives and <br />mandates. Some of those issues were replacing four of the <br />older sirens in the City; remodeling of the Emergency <br />Operations Center with the City Hall remodeling project; <br />upgrading to work with Nextel communications resources; <br />3rd to 4th quarter 2006 testing and operation of Ramsey <br />County's 800 MHz radio system, anticipated to be going <br />on line in phases in July 2006 with the City of Roseville <br />being one of the first cities to go online. Sgt. Johnson <br />noted that the Fire Department was anticipated to come <br />online in August 2006; and city-wide testing to begin the <br />end of May 2006; with installation of radios in the Police <br />and Fire fleet vehicles; and testing of protocols and <br />procedures, along with responder training. <br /> <br />Sgt. Johnson advised that on-duty time was anticipated for <br />training of the federally-mandated courses for testing <br />response capabilities, with an emergency test proposed <br />toward the end of the year. <br /> <br />Sgt.
