90Each commission shall elect a chair and vice-chair from among its appointed members for a term <br />91of one year. The commission may create and fill other offices if the Council empowers by <br />92resolution the commission to do so. <br />93 <br />Meetings and reports <br />94 <br />95 <br />96Commissions shall adhere to an established meeting schedule. Commissions may cancel <br />97meetings or call special meetings, as needed. Commissions shall meet at least quarterly, with the <br />98exception of the Police Civil Service which shall meet annually in February, and as needed. <br />99 <br />100At least once a year, the commission shall meet with the council to review the previous year’s <br />101work and to receive direction for the upcoming year. <br />102 <br />103All meetings of a quorum of the commission shall be open to the public and conducted in a <br />104public facility. Commissions shall adopt rules for the transaction of business and shall keep a <br />105record of its resolutions, transactions, and findings, which shall be a public record. Minutes of <br />106the commission shall be filed and retained by the City. <br />Rules and Bylaws <br />107 <br />108The commission shall adopt Rosenberg’s Rules of Order. <br />109 <br />110The commission may adopt additional rules or bylaws as it deems necessary for the conduct of <br />111its work, compatible with the provisions of this chapter and subject to Council approval. <br />112 <br /> <br />
