46A commission shall not consist of more than seven members, unless specific language in the <br />47code related to a specific commission. In addition to the regular commission members, the <br />48Council may appoint additional residents of the city, under the age of 21, to serve one year terms <br />49as ex officio members of a commission. <br />50 <br />51All members of the commission shall be residents of the city. <br />52 <br />53Members are appointed by the Council. <br />54 <br />Terms <br />55 <br />56 <br />57Members shall serve terms of three years, except that of the first members appointed following <br />58the creation of the commission. One third of commissioners shall be appointed for three-year <br />59terms, one third for two-year terms and one third for a one-year term. A member’s term shall <br />60expire on March 31 of the year of expiration of the term, or until a successor is appointed. <br />61 <br />62Members are eligible, to serve two consecutive terms. Upon completion of term(s) on one <br />63commission, members are eligible for consideration to another commission. Former <br />64commissioners are eligible for appointment to a commission after sitting out one year. <br />65 <br />66Members may be removed by the Council, without cause. <br />67 <br />68Vacancies during a term may be filled by the Council for the unexpired portion of a term. A <br />69vacancy occurs if any of the following occur: resignation, residence outside the city or death. <br />70 <br />71An unexcused absence is defined as a commissioner not notifying staff of their absence prior to <br />72the meeting. <br />73 <br />74If a commissioner has an unexcused absence from more than three consecutive commission <br />75meetings or is absent from more than half of the meetings in one twelve month period, staff shall <br />76notify the City Council, and the commissioner may be removed. <br />77 <br />78Every appointed member, before beginning his or her duties, shall take an oath of office that he <br />79or she will faithfully discharge the duties of the commission to which he or she was appointed. <br />80 <br />Compensation <br />81 <br />82 <br />83Members of all commissions shall serve without compensation. <br />84 <br />85Members shall complete an annual disclosure of financial statement.
