241 CHAPTER 203 242 PARKS AND RECREATION COMMISSION 243 SECTION: 244 203.01: Establishment and Membership 245 203.02: Vacancies 246 203.03: Organization 247 203.04: Duties and Functions 248 203.05: Compensation 249 203.06: Joint Meeting with City Council 250 203.07: Rules 251 203.01: ESTABLISHMENT AND MEMBERSHIP: 252 253There is hereby established a parks and recreation commission of the city, which shall consist of 254nine members appointed by the City Council. Members shall be appointed for three year terms. 255In addition to the members appointed above, the City Council may for one year terms appoint 256additional residents of the city under 21 years of age to serve as (ex officio) members of the 257parks and recreation commission. (Ord. 1253, 6-26-2001) 203.02: VACANCIES: 258 259In case of vacancy during the term of office of any member of the commission, the City Council 260shall appoint a new member to serve the remainder of the term. A vacancy shall exist if any of 261the following occur: death, failure to serve as shown by failure to attend a specified number of 262regular meetings as established by the commission, residence outside the city, or resignation. 263(Ord. 1038, 6-27-1988; amd. 1995 Code) 203.03: ORGANIZATION: 264 265The commission shall annually elect one member to serve as chairperson and one member to 266serve as vice chairperson. Minutes of the commission shall be filed and retained by the parks and 267recreation commission, as well as other recommendations and studies performed by the 268commission. (Ord. 1038, 6-27-1988) 203.04: DUTIES AND FUNCTIONS: 269 270The duties and functions of the commission shall be as follows: 271A. Serve in an advisory capacity to the City Council, City Manager and Director of Parks and 272Recreation on parks and recreation matters. 273B. Maintain an interest in and an understanding of the functions and operations of the parks and 274recreation department.
