City Council Regular Meeting - OS/22/06
Minutes - Page 10

4.b

Approve a Fiber Installation and Purchase Agreement
with Access Communications, Inc. (Former Consent
Item 3.e)
At the request of Mayor Klausing, City Manager Beets
briefly reviewed this item, as reviewed at the November
28, 2005 City Council meeting, for future establishment of
a city-owned fiber optic network. The proposed initial
segment would run along Trunk Highway 36 from Rice
Street to Snelling, and would be jointly installed and paid
for, by Independent School District No. 916 (NE Metro),
to provide the city with a major east-west route to
eventually connect multiple city facilities and access
points.

Councilmember Ihlan questioned the initial City Council
authorization of up to $140,000; but clarified that now the
initial upfront payment would be less ($87,800), but that
an additional $5,4000 annual payment over the next ten
years would be included for future maintenance; for a total
cash outlay, per the agreement, of $131,000.

Finance Director Chris Miller responded affirmatively,
noting that the funding source would be the City's
Equipment Replacement Fund; and staff had negotiated
favorable, locked-in terms for future maintenance costs.

Discussion included $1,000 per hand-hole; and the
existence of a separate, yet similar, agreement with the
School District.

Kough moved, Ihlan seconded, approval of a Fiber
Purchase and Installation Agreement between the City of
Roseville and Access Communications, Inc.

Roll Call
Ayes: Pust; Maschka; Ihlan; Kough and Klausing.
Nays: None.

4.c

Approve City Code Revision (Section 1005.015)
pertaining to Restaurants within the B-4, Retail Office
Service District (PF 3764) (Former Consent Item 3.i)

Fiber Installation
and Purchase
Agreement with
Access
Communications,
Inc.

City Code Revision
(Section 1005.015)
Restaurants within
