<br />City Council Regular Meeting - OS/22/06 <br />Minutes - Page 32 <br /> <br />Councilmember Kough spoke in OpposItIOn to the motion; <br />opining that the money originally levied by the HRA had been <br />for housing-related purposes, not community visioning; and the <br />City's contingency funds could adequately support the visioning <br />process. <br /> <br />Councilmember Ihlan concurred, speaking in opposition to the <br />motion; opining that as the City Council approved the HRA levy <br />for specific housing purposes, it would be inappropriate for the <br />City Council to treat the HRA levy as a "slush fund," and would <br />not provide transparency for taxpayers. Councilmember Ihlan <br />further opined that the City use its reserves or budget properly <br />for the 2007 budget for funding. Councilmember Ihlan further <br />opined that the HRA would receive a disproportionate say in the <br />community visioning process due to their funding; rather than <br />from the City's General Fund. <br /> <br />Councilmember Pust spoke in support of the motion; opmmg <br />that from her observations from the first meeting of the <br />Community Visioning Steering Committee, it was a very <br />transparent process, and no statements made by HRA Chair <br />Majerus could be interpreted as being weighted toward the HRA; <br />and further noted that all minutes and attachments were being put <br />on the web site immediately for public information and comment. <br /> <br />Roll Call <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Ihlan and Kough. <br /> <br />11. <br /> <br />Councilmember-Initiated Items from the City Council Study <br />Session of May 15, 2006 <br /> <br />11.a Request of Councilmember Pust to Develop Ways to <br />Keep Council Updated about its Strategic Goals <br />Councilmember Pust had provided a draft matrix of the <br />strategic goals for 2006-2007 as identified by the City <br />Council and Department Heads; and thanked staff for their <br /> <br />Councilmember- <br />Initiated Items <br />from the City <br />Council Study <br />Session of May 15, <br />2006 <br />Request of <br />Councilmember <br />Pust to Develop <br />Ways to Keep <br />Council Updated <br />
