Nays: Klausing and Maschka. C. Ethics Commission Task Force Kysylyczyn read a statel11ent about this issue. He reviewed the history of the CUITent Ethics COl11mission, its goals, and the need for an independent review of the current Ethics Resolution. Kysylyczyn n10ved, Kough seconded, to have an independent review of the Ethics Resolution, with a report to the City Council. Men1bers of the review panel would include: Ann Berry, Professor Deon Stuthl11an, Connie Pease, and Professor David Schultz, Chair. City Manager Neal Beets will be an ex offficio l11ember and Council Men1ber Craig IZlausing would be the council liaison. The panel would meet awroxin1ately three times over the next two l11onths. IZlausing spoke to the process for creating the Ethics Task Force. Schroeder spoke to the Mayor's authority to research issues, create task forces, and appoint their l11embers. IZough spoke to his support for the Task Force and the Mayor's appointments. IZysylyczyn clarified the purpose for his n10tion, and the purpose of the Task Force. Maschka described his concen1 that the Ethics Con1n1ission is not involved, about the description of the Task Forces' Charge, and his desire to see Dan Wall, a fon11er Mayor, serve on the Task Force. Ed Burrell, resident, spoke to his concen1 about a person other than a Council Men1ber soliciting interest in serving on this Task Force. Jil11 Mulder, resident, spoke about dividing the question: whether there should be a Task Force, what is the l11el11bership of the Task Force, and what is the process to select n1en1bers?
