<br />City Council Regular Meeting - 06/12/06 <br />Minutes - Page 18 <br /> <br />Ayes: Kough and Ihlan. <br />Nays: Pust; Maschka and Klausing. <br />Appeal of the Chair's Ruling Failed. <br /> <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn disputed the perception that this topic had been <br />discussed extensively, opining that the public record didn't <br />support that interpretation. Mr. Kysylyczyn requested additional <br />information regarding what penalties existed for violations of <br />elected officials; and if no enforceable penalties, following the <br />guidelines appeared to be optional; and admonished the City <br />Council to seek a 5/0 vote on the Ethics Code. Mr. Kysylyczyn <br />alleged that politics were driving the attempt at a new public <br />policy, with adoption timed prior to the upcoming elections; and <br />opined that additional study should be done, rather than <br />attempting to rush through this item. Mr. Kysylyczyn referenced <br />a Council-adopted policy covering the ethics process. <br /> <br />Mayor Klausing refocused discussion on the original motion <br />prior to voting. <br /> <br />Councilmember Ihlan spoke in opposition to the motion; opining <br />that she couldn't support a weaker code than that currently on the <br />books; and no support for the amendments brought forth by <br />Councilmember Kough. <br /> <br />Mayor Klausing spoke in support of the motion; discussions for <br />placing the Ethics Code into law, as addressed by the City <br />Attorneys; and rationale for eliminating involvement of the City <br />Attorney and consultants in the Ethics Code; opining his firm <br />belief that this was not a "weakened" code. <br /> <br />Roll Call (Original Motion) <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Ihlan and Kough. <br />Motion adopted. <br /> <br />Klausing moved, Maschka seconded, enactment of Ordinance <br />No. 1338 entitled, "An Ordinance Adding Chapter 206; Ethics <br />Commission." <br />
