<br />City Council Regular Meeting - 06/12/06 <br />Minutes - Page 2 <br /> <br />issues for completion of both pieces; possible re-formatting <br />of goals and policies of both processes; and significant <br />issues. Mr. Traynor noted the Planning Commission's <br />preference to utilize other City advisory commissions to <br />discuss various updates relative to their specific areas of <br />expertise; and provided as a Bench Handout the Planning <br />Commission's proposed work plan, various components <br />and time lines, as well as linkages to the visioning process <br />and public input; with 2008 as the completion date as <br />required by law for the updated Comprehensive Plan. <br /> <br />City Manager Beets noted that the timeline, after technical <br />updates and the community visioning process, along with <br />public hearings, all of which were anticipated for <br />completion by late fall/early winter of 2007, a draft would <br />then be presented to the Planning Commission by <br />September of 2007, for their review and final <br />recommendations to the City Council for their review and <br />analysis, and final approval; with it anticipated to be <br />provided to the Metropolitan Council by March of 2008 for <br />their six-month review process. <br /> <br />Chair Traynor concurred with City Manager Beets, that the <br />work needed to proceed promptly and couldn't wait until <br />2007 to facilitate the tight timeline. <br /> <br />Chair Traynor expressed apprecIatIOn for Planning <br />Commissioner Roe's input on the environmental portion of <br />the Comprehensive Plan; and the Commission's desire to <br />fully utilize communication links between various steering <br />committees involved in the visioning process. <br /> <br />Councilmember Kough expressed concern that an <br />additional eastbound lane on Highway 36 was not a priority <br />with the State. <br /> <br />Further discussion included possible amendments to the <br />Comprehensive Plan needed in 2009 or 2010 to incorporate <br />final findings and goals from the visioning process; <br />ongoing traffic congestion of eastbound Highway 36 and <br />getting a higher priority recognized by various agencies for <br />
