<br />City Council Regular Meeting - 06/12/06 <br />Minutes - Page 3 <br /> <br />upgrading that portion of Highway 36; a walk-over bridge <br />over Highway 36 near Snelling Avenue and Rosedale <br />Shopping Center; value of the sidewalk recently completed <br />in that area for pedestrian safety concerns; and citizen <br />comments through the visioning process regarding <br />pedestrian-friendly areas to be considered. <br /> <br />Chair Traynor made note of the need for a technical <br />discussion regarding the Lexington Avenue bridge and <br />various amenities. <br /> <br />lob Discussion about how Commission can strengthen <br />support for Council's review of land use hearings <br />Discussion regarding the Commission's recommendations <br />to the City Council on land use issues was held among <br />Commissioners and Councilmembers. <br /> <br />Mayor Klausing commended the Commissioners for their <br />valuable work and noted the realities and frustrations <br />between the legal decisions required of the Planning <br />Commission and the judgment decisions necessary <br />sometimes at the Council level, sometimes seemingly <br />contrary to each other. Mayor Klausing specifically noted <br />the Planning Commission's recent work on the Twin Lakes <br />Concrete Recycling Conditional Use Permit, and the <br />additional conditions applied following a hearing of the <br />public's concerns. <br /> <br />Additional topics discussed were the Commission's <br />conditions placed on land use applicant's and their viability <br />and application; Open Space preservation while allowing <br />property owners their subdivision rights for large lots (i.e., <br />density concerns, first-tier suburb impositions, <br />neighborhood character); a declining trend in requests for <br />subdivisions within the last five years; and the need for <br />balance in Planning Commission decision-making and <br />recommendations. <br /> <br />Additional discussion included public input, with <br />Councilmember Ihlan expressing concern regarding the <br />need for additional public input through a broader notice or <br />
