HRA Meeting <br />Minutes – Tuesday, February 21, 2012 <br />Page 2 <br />1 <br />2 <br />8.Presentations <br />3 <br />4 <br />Good Samaritan Homes – Susan Raper <br />a. <br />5 <br />Executive Director Trudgeon noted that Good Samaritan owned the vacant parcel on the north <br />6 <br />side of County Road B across from Har Mar Mall. Mr. Trudgeon noted that the former skilled <br />7 <br />nursing facility located on the site now occupied by Heritage Place (Dale Street) had been <br />8 <br />demolished in 1999 or 2000. Mr. Trudgeon advised that City staff had been continued <br />9 <br />discussion over the last few years with Good Samaritan staff on future use of the site. <br />10 <br />11 <br />Susan Draper, Director of Operations, Good Samaritan Homes/Eastern MN – Wisconsin <br />12 <br />Ms. Draper advised that Good Samaritan operated the largest chain of not-for-profit senior <br />13 <br />housing organizations, with various skilled service options available, in the State of MN, with <br />14 <br />thirty-five (35) locations in the State of MN; and affordable housing facilities in seventeen (17) <br />15 <br />different states throughout the nation. Promotional information was distributed to Members, <br />16 <br />attached hereto and made a part hereof. <br />and available to the public, Ms. Draper noted that <br />17 <br />Good Samaritan owned two (2) senior housing sites in Roseville: Heritage Place on Dale Street <br />18 <br />and the vacant parcel on County Road B; in addition to a home care agency serving Roseville <br />19 <br />citizens. Ms. Draper noted that the former Good Neighbor facility on County Road B had been <br />20 <br />acquired by Good Samaritan in 1992. <br />21 <br />22 <br />Ms. Draper expressed the company’s excitement to be in the metropolitan area <br />23 <br />24 <br />Ms. Draper advised that Good Samaritan continued to explore opportunities for their vacant <br />25 <br />parcel; and expressed interest in further exploring the needs of the community and possible <br />26 <br />partnership opportunities with the City for affordable housing. Ms. Draper noted that Good <br />27 <br />Samaritan currently operated several affordable housing facilities, including three (3) in WI <br />28 <br />and one in MN, Inver Grove Heights (Dakota County). Ms. Draper noted that their company <br />29 <br />goal is to provide a product to recognize and meet the needs of the senior population. Included <br />30 <br />in discussions on how best to develop and redevelop Good Samaritan properties. Ms. Draper <br />31 <br />noted that the company was currently exploring the vacant parcel for senior housing, given its <br />32 <br />proximity to transportation options and retail amenities. Ms. Draper noted that their company <br />33 <br />had a presence in twenty-five (25) different states, and primarily operated in rural areas. <br />34 <br />35 <br />Mr. Trudgeon familiarized Members with the site; and transit and retail amenities just west of <br />36 <br />the site; and expressed staff’s interest in a senior housing development occurring, based on <br />37 <br />studies supporting such a need in that location. If the City could meet the mission-driven <br />38 <br />values of Good Samaritan, Mr. Trudgeon expressed enthusiasm for potential development of <br />39 <br />the site. <br />40 <br />41 <br />Discussion among Members, staff and Ms. Draper included no current partnerships of Good <br />42 <br />Samaritan with other HRA bodies, but willingness to explore the potential to facilitate <br />43 <br />additional affordable housing and recognizing the importance of partnerships at the local level; <br />44 <br />and status of Good Samaritan as a 501.3C corporation. <br />45 <br />46 <br />Housing Manager Jeanne Kelsey advised that Ms. Draper’s expertise was from a management <br />47 <br />perspective, not a financial perspective; and advised that if the HRA Board was interested in <br />48 <br />pursuing options, staff could invite other members of the Good Samaritan team to present at <br />49 <br />the March HRA meeting. <br />50 <br />51 <br />With member concurrence, Chair Maschka expressed the HRA Boards interest in redeveloping <br />52 <br />the approximately two (2) acre vacant site; opining that it was perfect for senior housing given <br />53 <br />the transportation and retail amenities available nearby. Chair Maschka referenced studies <br />54 <br />indicating the need for additional senior housing in the community. <br />55 <br /> <br />
