HRA Meeting <br />Minutes – Tuesday, February 21, 2012 <br />Page 3 <br />1 <br />On behalf of Good Samaritan, Ms. Draper expressed their firm’s interest in returning to the <br />2 <br />HRA Board in the future and having some of the firm’s financial experts from their Sioux <br />3 <br />Falls, SD-based office attend with her in March if their meeting agenda had sufficient time. <br />4 <br />5 <br />Member Masche expressed his enthusiasm for Good Samaritan’s presentation; and opined that <br />6 <br />timing was everything and the HRA Board was poised to partner with someone who could <br />7 <br />bring affordable senior housing to Roseville based on research indicating a definite need for it. <br />8 <br />9 <br />Chair Maschka thanked Ms. Draper for her attendance and the Board’s interest in pursuing <br />10 <br />potential partnership options at a later date. <br />11 <br />12 <br />Code Enforcement/NEP Update for 2011 – Don Munson <br />b. <br />13 <br />Mr. Trudgeon briefly highlighted the great success of the Neighborhood Enhancement <br />14 <br />Program (NEP) in Roseville, initially utilizing HRA funding, and completion of the fourth year <br />15 <br />of the residential program. Mr. Trudgeon noted that, as the City/HRA began their fifth year of <br />16 <br />this partnership, the program just kept building on itself. <br />17 <br />18 <br />City Codes CoordinatorDon Munson <br />19 <br />Mr. Munson reviewed the report, as detailed in the meeting materials, and staff observations <br />20 <br />to-date; and statistical data gathered over the last four (4) years; the learning curve developed <br />21 <br />as the program evolved; and the overall decline in code violations found in all areas of the <br />22 <br />community, with the exception of one (1) area. Mr. Munson opined that, all indications were <br />23 <br />that the program was working, was well supported by residents, and was having the desired <br />24 <br />impact. Mr. Munson noted that the calls fielded by staff were overwhelmingly positive; and <br />25 <br />attributed the City’s NEP Inspector, Brian Kaufman, as one of the reasons for that success. <br />26 <br />27 <br />Mr. Munson reviewed some of the lessons learned to-date: one nuisance area not addressed <br />28 <br />created more within that same neighborhood; older neighborhoods in the community had more <br />29 <br />code violations, some based on smaller garages and older properties requiring more <br />30 <br />maintenance and repair than more recently built homes and neighborhoods. <br />31 <br />32 <br />Mr. Munson advised that staff was proposing no changes or improvements going into the fifth <br />33 <br />year in 2012; with the intent to observe properties every three (2) years as opposed to two (2) <br />34 <br />years; which should allow staff time to add an exterior review of conditions of multi-family <br />35 <br />and business properties as well. <br />36 <br />37 <br />Mr. Munson displayed the 2011 NEP program; violations and inspection data and trends; and <br />38 <br />the significant drop in neighborhood complaints and subsequently in annual cases requiring <br />39 <br />abatement between 2006 and 2011. With the exception of code enforcement issues continuing <br />40 <br />to develop around multi-family apartment buildings, Mr. Munson advised that the code <br />41 <br />enforcement issues seemed to be spread out evenly throughout the City. Mr. Munson noted <br />42 <br />that Code Enforcement staff was partnering with the Human Rights Commission, Planning <br />43 <br />Division, community volunteers, Police and Fire Departments, and other agencies to facilitate <br />44 <br />exterior property maintenance and improvements in the community. <br />45 <br />46 <br />Mr. Munson provided “before” and “after” photographic examples of properties. <br />47 <br />48 <br />Discussion among Members and staff included the HRA Board’s kudos to Mr. Munson and his <br />49 <br />staff for their improvements to the community; again recognizing the positive efforts of Mr. <br />50 <br />Kaufman in his work with Roseville residents, owners and neighbors of properties with code <br />51 <br />enforcement issues and working toward ultimate and successful resolution; direct impacts to <br />52 <br />all Roseville residents. <br />53 <br /> <br />
