HRA Meeting <br />Minutes – Tuesday, February 21, 2012 <br />Page 4 <br />1 <br />Member Masche noted one ongoing and consistent problem with outside storage of garbage <br />2 <br />and refuse containers throughout the City; and asked that staff remind residents of City Code <br />3 <br />requirements. <br />4 <br />5 <br />For the benefit of the listening audience, Mr. Munson reiterated City Code requirements that <br />6 <br />containers were to be kept out of view (e.g. stored inside or fenced in) with the exception of <br />7 <br />the actual pick-up day. Mr. Munson concurred that this continued to be a significant and <br />8 <br />overwhelming problem throughout the community. However, Mr. Munson advised that there <br />9 <br />were few resources of time or funds for staff to effectively follow-up enforcement of that <br />10 <br />current policy other than an initial letter recognizing the violation and asking for compliance. <br />11 <br />Mr. Munson encouraged that the current policy be revised to allow more enforcement options <br />12 <br />for staff as applicable. <br />13 <br />14 <br />Mr. Trudgeon noted that this was a recurring struggle for staff to find sufficient resources to <br />15 <br />follow-up on some of the more minor code violations throughout the City; and offered staff’s <br />16 <br />interest in hearing of creative options for their resolution or finding additional staff and/or <br />17 <br />financial resources to tackle those issues. <br />18 <br />19 <br />Chair Maschka thanked Mr. Munson for the informational presentation; and asked that the <br />20 <br />HRA Board’s appreciation be forwarded to Mr. Kaufman and the rest of the department’s staff. <br />21 <br />22 <br />c.Report on Intergenerational Housing – Staff <br />23 <br />Ms. Kelsey summarized the final report as detailed in the agenda packet’s written materials <br />24 <br />and entitled “Intergenerational Community as Intervention: A study Conducted for the City of <br />25 <br />Roseville Housing and Redevelopment Authority” and dated November of 2011. Ms. Kelsey <br />26 <br />noted that the study had been conducted by Ms. Silvana Esposito Hackett, a Master of Public <br />27 <br />Policy Candidate at the Humphrey School of Public Affairs, University of Minnesota; and <br />28 <br />supported by a grant through Neighborhood Partnerships for Community Research, a program <br />29 <br />of the U of MN’s Center for Urban and Regional Affairs (CURA). <br />30 <br />31 <br />Ms. Kelsey reviewed the history of the study based on a strategic plan over three (3) years to <br />32 <br />investigate and support multi-general housing from a U of MN presentation several years ago <br />33 <br />and development of an Illinois model to resolve the issue. Ms. Kelsey reviewed issues often <br />34 <br />unknown related to area homelessness; children in foster care; and associated costs for long- <br />35 <br />term care of children who were homeless and needing stability through housing initiatives to <br />36 <br />provide opportunities in their lives. <br />37 <br />38 <br />Ms. Kelsey noted that, initially, social welfare needs in Roseville, and not one social service <br />39 <br />provider in the State had data to allow for better understanding of the issues or whether those <br />40 <br />issues existed in Roseville and the immediate area. Ms. Kelsey advised that the study was <br />41 <br />conducted for north suburban Ramsey County as well as Roseville proper to determine if <br />42 <br />poverty was an issue; and any disconnects for children and families from their homeless status, <br />43 <br />many of those situations related to recent economic downturns. Ms. Kelsey noted federal <br />44 <br />funding of area school districts; existence of only one (1) shelter currently serving the entire <br />45 <br />north suburban Ramsey County, with a thirty (30) day limited stay, creating many transitions <br />46 <br />for children in and out of those situations, need for alternative housing when those limits were <br />47 <br />met; and the impacts that instability and fluctuation had on their school progress and ability to <br />48 <br />concentrate on learning. <br />49 <br />50 <br />Ms. Kelsey highlighted areas of the study results, including needs assessments; data from area <br />51 <br />social service providers; poverty and income statistics; positive reputation of the Roseville area <br />52 <br />school systems in families seeking to enroll their children in Roseville; and sharing of the <br />53 <br />study results with other agencies in Ramsey County and the State of MN, including the MN <br />54 <br />Housing Finance Authority for their family housing fund initiatives. <br />55 <br /> <br />
