HRA Meeting Minutes – Tuesday, February 21, 2012 Page 7 1 2 Member Masche expressed his interest in understanding the current housing market and 3 accurate predictions of where it will go in the short- and long-term future; and the challenges 4 and opportunities that will bring to the discussion; and whether the HRA had a role in bringing 5 those property values back up. As part of the broader HRA goal to maintain and enhance 6 property values, Member Masche noted some of the community’s rental housing that did not 7 operate in a manner chosen as Roseville’s preferred standard; and questioned how the HRA 8 could improve that situation (e.g. rental housing licensing). 9 10 Ms. Kelsey responded that staff was currently researching that issue, with a report anticipated 11 for completion in conjunction with the HRA’s finalization of its updated strategic plan. 12 13 Chair Maschka suggested that stakeholders include realtors and developers to hear their 14 perspective; with Member Masche concurring and suggesting not only residential, but 15 commercial realtors and developers as well. 16 17 Member Battisto concurred, supporting discussions on potential mixed use developments. 18 19 Member Pust suggested that Ramsey County and the area School Districts, both representing 20 taxpayers, provide their stakeholder opinions as well as projects they may have in the planning 21 stages or that they would support; in an effort to build on their strategic planning processes. 22 Member Pust also suggested stakeholders include other HRA’s. 23 24 At the suggestion of Ms. Raye in expressing how intrigued she was with the intergenerational 25 aspects, Board members concurred with pursuing that option as well. 26 27 In recognizing the powerful reputation of the Roseville school system, Ms. Raye questioned if 28 housing was sufficient for Roseville’s senior populations as well as providing sufficient 29 options for younger families as they aged and in meeting their changing needs as their children 30 grew up. 31 32 Chair Maschka admitted that this was an unknown, and the HRA Board’s need to hear the 33 perspective of realtors. Chair Maschka opined that there was sufficient starter family housing; 34 however, he wasn’t sure if they continued to live in Roseville as the family aged or grew, or if 35 they tended to move out of Roseville. 36 37 Member Pust noted the ever-growing diversity of the Roseville community and demographic 38 indicating young families that may not have originally been anticipated; and questioned if 39 those families were in the community’s rental housing, or if there was low level housing 40 available for them as well. 41 42 Chair Maschka referenced the HRA’s unique “Living Smarter” green living marketing 43 program; and the goal of encouraging people to live here and work here; and opined that 44 housing was a large part of that consideration, particularly with projections of ever-increasing 45 fuel costs. 46 47 With concurrence by the HRA Board, Ms. Kelsey suggested that Mr. George Hornick, the 48 HRA’s consulting for that marketing program, be included as a stakeholder as well. 49 50 Member Battisto expressed her interest in seeking input from commercial and residential 51 realtors and developers; and suggested involving multi-use developers as well to get their 52 perspective. 53 54 As additional stakeholders, supported by Board consensus, Mr. Trudgeon suggested non-profit 55 agencies, such as the NYFS, since they served on the front lines and could be aware of issues
