HRA Meeting Minutes – Tuesday, February 21, 2012 Page 2 1 b.Approval of transfer of funds for administrative and staff services fees per approved contract 2 for January, February and March 2012 3 c.Approval of transfer of funds for financial fee per approved contract with the C city of 4 Roseville for January, February and March 2012 5 6 Motion: Member Masche moved, seconded by Member Quam to approve the Consent Agenda as 7 presented. 8 9 Ayes: 5 10 Nays: 0 11 Motion carried. 12 13 7.Public Hearings 14 None. 15 16 8.Presentations 17 18 a.Living Smarter Fair Zero Waste – Tim Pratt 19 City of Roseville Communications/Recycling Coordinator Tim Pratt provided a brief 20 presentation on how the HRA has made the annual Home & Garden Fair a “zero waste” event 21 over the last few years. Mr. Pratt reviewed the public education efforts that go into the event 22 with vendors and sponsors before the event, as well as the day of the event. Mr. Pratt noted 23 that, since materials are transported to an industrial composting facility versus backyard 24 composting facilities, more materials can be composted. 25 26 Mr. Pratt noted the leadership provided by the City of Roseville and the Roseville HRA in the 27 community and beyond, with this event being the premier model for the Fair’s supplier of set- 28 up and take-down materials (e.g. table covers). Mr. Pratt provided measurements for the 2012 29 Fair, based on weight of those materials, with an estimated 1,200 visitors to the event: 30 21% composted 31 73% recycled 32 3% re-used 33 4% trash 34 35 For additional information or educational information, Mr. Pratt invited HRA members or the 36 public to contact him at Tim.pratt@ci.roseville.mn.us or 651/792-7027. 37 38 b.Barbara Raye Strategic Plan 39 Executive Director Patrick Trudgeon introduced presentations and information planned tonight 40 in continuing discussions on the 2012-2017 HRA Strategic Plan. 41 42 “Navigating the New Normal,” An excerpt from a video was presented and entitled, from a 43 Special Roseville City Council meeting held in the fall of 2011, and facilitated Gordon 44 Hughes, former City Manager with the City of Edina and now affiliated with the Urban Land 45 Institute (URL). 46 47 Discussion among staff and Board members included clearly defining what “walkabiltiy” 48 meant in Minnesota and our region based on our climate and variables from season to season; 49 consideration of “walkabiltiy” based on a “vertical” concept available through mixed use land 50 use and developments versus the past perception of horizontal concepts; transportation modes 51 changing from vehicular-based to pedestrian/bicycle-based now and more so in the future. 52 53 Mr. Trudgeon provided a presentation on various 2010 census information specific to 54 Roseville’s demographics and housing stock, and types of businesses within Roseville, and 55 projected future trends in development.
