HRA Meeting <br />Minutes – Tuesday, February 21, 2012 <br />Page 5 <br />1 <br />July = Presentation of plan to other stakeholders <br />2 <br />3 <br />Ms. Raye provided preliminary survey results to-date based on the 55-60 people approached <br />4 <br />for the on-line survey, with an 80% response rate to-date. As of March 19, of the 42 <br />5 <br />responses, Ms. Raye defined the various perspectives from residents, developers, educators, <br />6 <br />and others providing their opinions. <br />7 <br />8 <br />Ms. Ray noted that four (4) interviews were scheduled in the next few weeks, including <br />9 <br />representatives of AEON, City of St. Louis Park, Dakota County, and the City of Richfield; all <br />10 <br />previously identified by the HRA Board. <br />11 <br />12 <br />Ms. Raye reviewed the survey questions/comments; role of those approached; variables among <br />13 <br />housing choices; and attempts to make the contacts representative of the broadest range of <br />14 <br />perspectives possible. <br />15 <br />16 <br />Ms. Raye asked HRA members if anyone had been missed in that representation; what <br />17 <br />additional information they still thought was needed or that they wanted; and what additional <br />18 <br />perspectives were important for gathering between tonight and the April session. <br />19 <br />20 <br />Member Quam requested additional information on the number of children representing the <br />21 <br />increased diversity in Roseville Area Schools that were living in Roseville on a more <br />22 <br />permanent basis, and those associated with their parents’ education or associations with the <br />23 <br />University of MN; those living in Roseville or those utilizing City services and programs on a <br />24 <br />more short-term basis; any trending or additional projections on that portion of the population. <br />25 <br />26 <br />Member Masche suggested additional information from immediately adjacent or surrounding <br />27 <br />suburbs (Little Canada) having an HRA that could provide information or served to interact <br />28 <br />with the Roseville HRA. <br />29 <br />30 <br />Ms. Kelsey advised that the City of Shoreview did not have an HRA, but recently appointed an <br />31 <br />Economic Development Authority (EDA) with the City Council serving in that role; and prior <br />32 <br />to the creation of their EDA, housing programs in Shoreview had been funded through their <br />33 <br />General Fund; but this now allowed another element of decision-making by the City Council. <br />34 <br />35 <br />Ms. Kelsey noted that the City of St. Paul does not have an HRA, but rather a Public Housing <br />36 <br />Authority (PHA), with their City Council serving in that role. However, she noted that the <br />37 <br />Cities of St. Paul and Minneapolis functioned under a different statutory plan, with their <br />38 <br />respective City Council’s serving as full-time, paid positions; and are direct recipients of <br />39 <br />Community Development Block Grant (CDBG) funds as well as other funding sources. <br />40 <br />41 <br />Ms. Kelsey advised that this was the rationale for the HRA Board previously requesting that <br />42 <br />staff consult with the Cites of Richfield and St. Louis Park, as well as the Dakota County <br />43 <br />Community Development Authority (CDA), as they had similar situations and resources with <br />44 <br />housing development and housing projects. <br />45 <br />46 <br />Further discussion among staff and HRA members, and Ms. Raye, included senior housing <br />47 <br />developers and realtors included in the list of survey participants (e.g. Presbyterian Homes, <br />48 <br />United, McGough Construction, AEON); additional survey participants including Xcel <br />49 <br />Energy; largest employers in the City of Roseville; secondary and graduate educators <br />50 <br />(Roseville Area High Schools and Northwestern College); and single-, multi-, and commercial <br />51 <br />developers included as well. <br />52 <br />53 <br />Schedule a Special HRA Meeting <br /> <br />
