HRA Meeting Minutes – Tuesday, February 21, 2012 Page 6 1 Mr. Trudgeon noted the additional meeting proposed for Saturday, April 17, 2012 from 9:00 2 a.m. to 1:00 p.m. in work session format and specific to the strategic plan; as well as the 3 regular HRA meeting scheduled for Tuesday, April 17, 2012 at 6:00 p.m. 4 5 Motion: Member Quam moved, seconded by Member Majerus to approve a Special 6 HRA Work Session for the purpose of Strategic Planning discussions on Saturday, April 7 21, 2012 from 9:00 a.m. to 1:00 p.m. at the Roseville City Council Chambers; and 8 directed staff to post the meeting in accordance with statutory requirements. 9 10 Ayes: 5 11 Nays: 0 12 Motion carried. 13 14 Staff noted that this meeting would not be televised, as video tech staff was unavailable to do 15 so. 16 17 9. Action/Discussion Items 18 19 a.2325 Dale Street / Dale Fire Station 20 Ms. Kelsey provided a staff update on the request and of two (2) commercial and two (2) 21 residential appraisals for the parcel at 2324 Dale Street, immediately adjacent to the City’s 22 Dale Street Fire Station, and subsequent receipt of one (1) commercial and one (1) residential 23 appraisal. Ms. Kelsey advised that the current market value was comparable to their appraisal 24 findings; but lower than the asking price of $298,000. 25 26 Ms. Kelsey advised that staff would bring this information forward to the City Council at the 27 regular quarterly HRA report to the City Council (April 9, 2012 City Council Work Session) to 28 determine their interest in for their redevelopment of the Fire Station and the adjoining. 29 Depending on the results of those discussions, if given the direction to move forward, Ms. 30 Kelsey advised that staff would then begin negotiations for a Purchase Agreement on the 31 property south of the Fire Station. 32 33 A brief discussion ensued between staff and Member Battisto on the amount of the appraisals. 34 35 Mr. Trudgeon noted that the next step in the process would be to determine the interest of the 36 City Council, at which time the issue would return to the HRA; with Mr. Trudgeon advising 37 that the process itself would continue to move slowly. 38 39 10. Information Reports and Other Business (Verbal Reports by Staff and Board Members) 40 41 Radio Advertising Campaign for Living Smarter Home and Garden Fair 42 Ms. Kelsey provided an update on the radio advertising campaign for the 2012 Living Smarter Home 43 and Garden Fair; and its positive value in bringing people to the Fair and educating them about the 44 HRA’s Living Smarter website. Ms. Kelsey advised that, in the two (2) week period, there was a 77% 45 increase in hits from a variety of links that accessed the Fair; with the largest area outside the 46 metropolitan area from which hits were received coming from the Duluth, MN area. 47 48 Roseville Foreclosure Update 49 Mr. Trudgeon provided updated foreclosure comparisons from 2009-2012, updated earlier today and 50 based only on Sheriff’s Sale notices, so not all-inclusive, but providing a sampling. While the numbers 51 were still disappointing, Mr. Trudgeon noted that Roseville remained less impacted than other 52 communities, with the pace remaining consistent over the last 3-4 years, in the mid-teens. 53 54 Mr. Trudgeon observed that projections continued to indicate that the housing market was turning 55 around; but recognized the additional code enforcement issues staff continued to experience from those
