HRA Meeting <br />Minutes – Tuesday, February 21, 2012 <br />Page 6 <br />1 <br />Mr. Trudgeon noted the additional meeting proposed for Saturday, April 17, 2012 from 9:00 <br />2 <br />a.m. to 1:00 p.m. in work session format and specific to the strategic plan; as well as the <br />3 <br />regular HRA meeting scheduled for Tuesday, April 17, 2012 at 6:00 p.m. <br />4 <br />5 <br />Motion: Member Quam moved, seconded by Member Majerus to approve a Special <br />6 <br />HRA Work Session for the purpose of Strategic Planning discussions on Saturday, April <br />7 <br />21, 2012 from 9:00 a.m. to 1:00 p.m. at the Roseville City Council Chambers; and <br />8 <br />directed staff to post the meeting in accordance with statutory requirements. <br />9 <br />10 <br />Ayes: 5 <br />11 <br />Nays: 0 <br />12 <br />Motion carried. <br />13 <br />14 <br />Staff noted that this meeting would not be televised, as video tech staff was unavailable to do <br />15 <br />so. <br />16 <br />17 <br />9. Action/Discussion Items <br />18 <br />19 <br />a.2325 Dale Street / Dale Fire Station <br />20 <br />Ms. Kelsey provided a staff update on the request and of two (2) commercial and two (2) <br />21 <br />residential appraisals for the parcel at 2324 Dale Street, immediately adjacent to the City’s <br />22 <br />Dale Street Fire Station, and subsequent receipt of one (1) commercial and one (1) residential <br />23 <br />appraisal. Ms. Kelsey advised that the current market value was comparable to their appraisal <br />24 <br />findings; but lower than the asking price of $298,000. <br />25 <br />26 <br />Ms. Kelsey advised that staff would bring this information forward to the City Council at the <br />27 <br />regular quarterly HRA report to the City Council (April 9, 2012 City Council Work Session) to <br />28 <br />determine their interest in for their redevelopment of the Fire Station and the adjoining. <br />29 <br />Depending on the results of those discussions, if given the direction to move forward, Ms. <br />30 <br />Kelsey advised that staff would then begin negotiations for a Purchase Agreement on the <br />31 <br />property south of the Fire Station. <br />32 <br />33 <br />A brief discussion ensued between staff and Member Battisto on the amount of the appraisals. <br />34 <br />35 <br />Mr. Trudgeon noted that the next step in the process would be to determine the interest of the <br />36 <br />City Council, at which time the issue would return to the HRA; with Mr. Trudgeon advising <br />37 <br />that the process itself would continue to move slowly. <br />38 <br />39 <br />10. Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />40 <br />41 <br />Radio Advertising Campaign for Living Smarter Home and Garden Fair <br />42 <br />Ms. Kelsey provided an update on the radio advertising campaign for the 2012 Living Smarter Home <br />43 <br />and Garden Fair; and its positive value in bringing people to the Fair and educating them about the <br />44 <br />HRA’s Living Smarter website. Ms. Kelsey advised that, in the two (2) week period, there was a 77% <br />45 <br />increase in hits from a variety of links that accessed the Fair; with the largest area outside the <br />46 <br />metropolitan area from which hits were received coming from the Duluth, MN area. <br />47 <br />48 <br />Roseville Foreclosure Update <br />49 <br />Mr. Trudgeon provided updated foreclosure comparisons from 2009-2012, updated earlier today and <br />50 <br />based only on Sheriff’s Sale notices, so not all-inclusive, but providing a sampling. While the numbers <br />51 <br />were still disappointing, Mr. Trudgeon noted that Roseville remained less impacted than other <br />52 <br />communities, with the pace remaining consistent over the last 3-4 years, in the mid-teens. <br />53 <br />54 <br />Mr. Trudgeon observed that projections continued to indicate that the housing market was turning <br />55 <br />around; but recognized the additional code enforcement issues staff continued to experience from those <br /> <br />
