City Council Regular Meeting - 06/20/06
Minutes - Page 11

July 24, 2006 regular City Council meeting; and was further
directed to provide further information and applicable Planning
Commission meeting minutes prior to that meeting; or as part of
the Council Agenda packet materials.

City Planner Paschke noted that staff s analysis had already been
completed with a determination that there would be minimal or
no impact for including the proposed uses in the retail strip
center. Mr. Paschke requested that the Council provide specific
direction at this time, if there were certain uses that were
opposed for inclusion in the permitted use list; recognizing the
long-term uses in a strip mall and various tenants, and the need
to not be overly-restrictive in potential lessees.

Additional discussion ensued related to preferred uses and
limitations; request by Councilmember Pust to include the Word
document referenced in the Mike Zimmerman e-mail, and
deletion of "theater" as a permitted use on the list.

The applicants, Mike Zimmerman and Amber Conradi, were
present.
Mr. Zimmerman and Ms. Conradi reviewed their request for uses
for the strip mall. Mr. Zimmerman noted that the request for
including a use for leasing vehicles from the location would meet
certain requirements from the State's Department of Motor
Vehicles in defining a used car dealership, even though the
custom leasing service would remain low-key and run similarly
to present practice.

Ms. Conradi noted that while the original request was for an
adult daycare center, in reviewing the PUD, it was determined
that identification of all potential uses be clarified at this time to
avoid future confusion.

Mayor Klausing noted the PUD needed to provide clear language
to permit existing uses, while not expanding it; and that the PUD
language needed to be very clear and precise.

Public Comment
Ann Berry, 1059 W oodhill Drive
Ms. Berry, from her experience on the Planning Commission 20
