Ms. Berry expressed further concern that the City <br />Council was considering expanding uses of a PUD; opining that <br />the PUD's purpose was to restrict uses to improve the look of a <br />neighborhood and control what happened on a specific site. <br /> <br />7. <br /> <br />Consider the Request of L. A. Fitness for a Rezoning and <br />Conditional use Permit at 2420 Cleveland Avenue <br />City Planner Thomas Paschke reviewed the request of L. A. <br />Fitness for rezoning (from I-I, Light Industrial District to B-2, <br />Retail Business District) and a Conditional Use Permit (CUP) to <br />allow the redevelopment of the former Mastell Brother's <br />property into a 55,000 square foot single-story fitness center. <br /> <br />Discussion included traffic volume analyses by staff for capacity <br />of Cleveland Avenue and other roadways impacted; size of the <br />proposed parking lot and economies of overbuilding at this time <br />as it related to the use of the site and the property owner's <br />requirements to meet peak demands; site design and storm water <br />management related to impervious surface considerations; and <br />preference for additional green space on the lot, given the <br />expanse of the parking lot. <br /> <br />[10.6] <br />Kough moved, Ihlan seconded, enactment of Ordinance No. <br />1340 entitled, "An Ordinance Amending Title 10 of the City <br />Code, Changing the Zoning Map Designation of Certain Real <br />Property at 2420 Cleveland Avenue From Light Industrial <br />District (I-I) to Retail Business District (B-2)." <br /> <br />Roll Call [10.6] <br />Ayes: Kough; Ihlan; Pust; Maschka and Klausing. <br />Nays: None. <br /> <br />[10.7] <br />Kough moved, Pust seconded, adoption of Resolution No. 10410 <br />entitled, "A Resolution Approving a Conditional Use Permit for <br />L.
