<br />City Council Regular Meeting - 06/20/06 <br />Minutes - Page 16 <br /> <br />Discussion included the relationship between the School District <br />and City for gymnastics facilities and cost-share agreements; <br />Reservoir Woods renewed land use easement agreement <br />language and provisions; tax revenue impacts of the Twin Lakes <br />Hazardous Substances District, it projected timeframe and <br />household impact (anticipated in 2008 at an impact estimated <br />between $5-10 annually per household for an average $250,000 - <br />$300,000 home); projected costs for the 800 MHz radio system <br />and tax impacts through Ramsey County, with city monies set <br />aside in the equipment replacement fund for the City's in-kind <br />funding portion; dispatch costs and phasing; and the City <br />Manager's 2007 budget recommendation to not use reserves, and <br />the impacts for departments. <br /> <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn suggested that the Council discuss new or <br />increased funding sources on a city-wide basis; and to review <br />OVAL Task Force meeting tapes for ideas and options to <br />increase revenue at the facility. Mr. Kysylyczyn expressed his <br />opinion on Police Department funding related to Bike Patrol and <br />Cadet programming versus Records Technician positions. <br /> <br />Police Chief Carol Sletner <br />Police Chief Sletner clarified her previous budgetary actions <br />related to compromises in reducing the CSO position in an effort <br />to fund a Records Technician to maintain the integrity of the data <br />records system; and opined that the decision had proven <br />beneficial to the continuity of the department. <br /> <br />11. Discussion of Budget Policies Budget Policies <br />Finance Director Miller provided the City's current budget- <br />related policies for review. <br /> <br />Mayor Klausing requested additional time for reVIew of the <br />individual policies prior to further discussion. <br /> <br />Councilmember Pust requested staff recommendation regarding <br />whether any of the existing policies should be changed in any <br />way prior to discussion by the Council. <br />
