City Council Study Session - 07/17/06 Minutes - Page 21 City Manager Beets reviewed the proposed budget recommendations on taxpayers and comparisons to peer cities. Discussion included the basic assumptions used by City Manager Beets and staff in achieving the recommendations; status of School District and Ramsey County levy projections; need to be conscious of other entity levies, while providing reasonable services and programs to Roseville residents; tax-supported and fee-based programs and services; enterprise funds, structures, and functions; and the new cost-allocation model recently developed with user cities of the City's Information Technology services, with a normal inflationary component, to better allocate costs. Council member Kough noted that he would not be in attendance at the August 14, 2006 Council meeting; and requested rescheduling of the Police and Fire Budgets for a meeting when he could attend. Mayor Klausing directed staff attempt rescheduling, but recognizing accommodation of other committee and department schedules, suggested that Councilmember Kough may need to review the Council meeting video, or meet individually with Department Heads, if proposed schedules were not adaptable.
