<br />City Council Study Session - 07/17/06 <br />Minutes - Page 22 <br /> <br />Discussion included the previously discussed perfonnance-based <br />budgeting modified model; with City Manager Beets noting that <br />there as no discretionary monies in the recommended budget to <br />pursue outcome-based budgeting. <br /> <br />Staff was directed, if there were no changes in the proposed <br />schedule, to establish the budget calendar and advertise it <br />accordingly for public information purposes. <br /> <br />11. <br /> <br />Hear a Presentation and Give Staff Direction about a County <br />Road B-2 Street Reconstruction and Sidewalk Project from <br />Lexington Avenue to Rice Street <br />Public Works Director Duane Schwartz updated the City Council <br />on the status of County Road B-2 from Lexington Avenue to <br />Rice Street; and identification of that segment by Ramsey <br />County for maintenance improvements in the near future. <br /> <br />Mr. Schwartz advised that, in light of the County's possible <br />maintenance project and the continued need for pedestrian <br />facilities to link these neighborhoods to schools and the larger <br />trail system, staff was seeking Council direction as to whether to <br />pursue further study of reconstruction, including pedestrian <br />facilities; exploration of jurisdictional transfer from Ramsey <br />County to the City; of evaluation of funding options and/or grant <br />opportunities. <br /> <br />Discussion included the County's unwillingness to consider <br />reconstruction of the roadway; the condition of the roadway and <br />utilities; pathway standards with and without federal funding <br />requirements; inflation and increased energy cost considerations; <br />drainage and driveway issues if a sidewalk was constructed <br />without benefit of roadway reconstruction; public interest in this <br />segment of pathway; and linkage of the pathway to schools and <br />connectivity to the rest of the community. <br /> <br />Staff was directed to return with additional information and <br />options for Council consideration. <br /> <br />12. <br /> <br />Discuss Alcohol Compliance Process <br />City Attorney Jay Squires; Police Chief Carol Sletner; and Police <br />Sergeant Randy Johnson held an open discussion with the City <br /> <br />Presentation <br />County Road B-2 <br />Street <br />Reconstruction and <br />Sidewalk Project <br />from Lexington <br />Avenue to Rice <br />Street <br /> <br />Discuss Alcohol <br />Compliance <br />Process <br />
