<br />City Council Study Session - 07/17/06 <br />Minutes - Page 4 <br /> <br />of $75,000. <br /> <br />Further discussion included education and discussion related to public <br />perception of mature trees being removed; marking of trees for <br />removal, similar to Dutch Elm tree removal; and City guidelines for <br />types of trees for planting on private property and that dictated by City <br />Ordinance for planting in rights-of-way. <br /> <br />Councilmember Ihlan requested input from the PWETC on costs and <br />systematic approaches and issues for Council consideration, based on <br />budgetary constraints. <br /> <br />How will the Council distinguish the role of PWETC and other <br />commissions on environmental issues? <br />Commissioner Randy Neprash spoke to the Commission's most recent <br />charge for enviromnental issues; with more specific direction <br />requested of City Councilmembers to the Commission, and outlined as <br />follows: <br />1) With the scope of enviromnental issues staggeringly broad, it <br />would be helpful to have City Council guidance for the areas <br />they're most concerned with, or areas of specific interest. <br />2) Given the considerable amount of overlap on these issues, how <br />does the City Council wish to define their concerns among the <br />various departments and advisory commissions (i.e., the Parks <br />and Recreation Commission; the Community Development <br />Department and Planning Commission) and how does the City <br />Council want the PWETC to become involved. Should the <br />Commissions meet jointly to identify issues and outline work <br />and study scenarios. <br />3) How should the Commission's ideas of study and ideas be <br />developed and enfold for eventual recommendation to the City <br />Council. <br /> <br />Mayor Klausing advised that his original intent for involving the <br />PWETC was to study various quality of life issues needing to be <br />addressed as they related to environmental issues. Mayor Klausing <br />admitted that he still had not defined how to address the obvious <br />overlap between the Planning Commission for land use issues and the <br />PWETC. Mayor Klausing noted his concerns in addressing citizen <br />concerns while making the process streamlined for land use applicants, <br />citing the law of unintended consequences.
