City Council Study Session - 07/17/06 Minutes - Page 5 questioned if it would be appropriate for the PWETC to provide a broader perspective from a more systematic perspective (i.e., pathways and access to green space) to provide a broader policy perspective for Council consideration. Councilmember Ihlan advised that the inclusion of the environmental charge to the PWETC was her suggestion for a separate advisory commission to address environmental issues, and lack of Council consensus for creation of such a commission. Councilmember Ihlan still supported a separate commission to provide and coordinate environmental analysis (i.e., infrastructure and stonn water management). Chair Wilke advised that similar overlap and confusion occurs with transportation issues between the Planning Commission on land use issues; and the PWETC's desire to be involved in various transportation issues. Councilmember Kough expressed concern for maintammg water quality of area bodies of water, including lake inspections. Chair Wilke encouraged City Council directive and assignment to the PWETC of their charge. Commissioner Neprash discussed water quality issues at community parks; and suggested the PWETC, if so directed by the City Council, could provide recommendations to the City Council on how to address water quality issues in the City; provide useful information to the City Council and staff; and provide existing monitoring agencies and volunteer coordination. Council member Pust questioned the merit in meeting with other commissions to discuss different angles and groups; then returning to the City Council with their suggestions and recommendations for pursuing the various issues. Chair Wilke advised that the Parks and Recreation and the PWETC had initiated such joint meetings last week as they reviewed signage issues in city parks.
