<br />City Council Study Session - 07/17/06 <br />Minutes - Page 5 <br /> <br />questioned if it would be appropriate for the PWETC to provide a <br />broader perspective from a more systematic perspective (i.e., pathways <br />and access to green space) to provide a broader policy perspective for <br />Council consideration. <br /> <br />Councilmember Ihlan advised that the inclusion of the environmental <br />charge to the PWETC was her suggestion for a separate advisory <br />commission to address environmental issues, and lack of Council <br />consensus for creation of such a commission. Councilmember Ihlan <br />still supported a separate commission to provide and coordinate <br />environmental analysis (i.e., infrastructure and stonn water <br />management). <br /> <br />Chair Wilke advised that similar overlap and confusion occurs with <br />transportation issues between the Planning Commission on land use <br />issues; and the PWETC's desire to be involved in various <br />transportation issues. <br /> <br />Councilmember Kough expressed concern for maintammg water <br />quality of area bodies of water, including lake inspections. <br /> <br />Chair Wilke encouraged City Council directive and assignment to the <br />PWETC of their charge. <br /> <br />Commissioner Neprash discussed water quality issues at community <br />parks; and suggested the PWETC, if so directed by the City Council, <br />could provide recommendations to the City Council on how to address <br />water quality issues in the City; provide useful information to the City <br />Council and staff; and provide existing monitoring agencies and <br />volunteer coordination. <br /> <br />Council member Pust questioned the merit in meeting with other <br />commissions to discuss different angles and groups; then returning to <br />the City Council with their suggestions and recommendations for <br />pursuing the various issues. <br /> <br />Chair Wilke advised that the Parks and Recreation and the PWETC <br />had initiated such joint meetings last week as they reviewed signage <br />issues in city parks. <br /> <br />Mayor Klausing expressed interest m the PWETC's suggestion for <br />
